Nowadays Most Of The Mobiles Have Amazing Cameras.
I Would Be Talking About Most Of the Android Smartphones.
From the Flagship Phones to The Mid-Ranged Ones.
Now Here is The Simple Reason Why Your Device Doesn't Have an Manual Camera Setting :-
Google Released an API(Application Program Interface) With The Update of Android Lollipop 5.0
It was Named as API2.0
So what It Basically Did was, it enabled Manual Focus, Manual Exposure, Manual ISO, Manual White Balance, Etc.
Now Still in 2017,Some Devices Yet Don't Support Manual Camera Settings Because of Some Camera Laginess.
For Example :
Redmi Note 4 Does Support an Extra Manual Focusing and Exposure Settings But They choose Not to enable it Because it would Make The Picture Look More Compressed and All quality of the Image would be blown out. So even if the Manufacturer tried to Provide With a Manual Mode on Camera, your images will look more pixelated.
Now its Afterall That the Camera Hardware and Sensor are Capable of Taking Such High quality Images.
Nowadays many Manufacturers are trying to Provide a SnapDragon Based Device Because of Support for Dual Camera with Better Rendering Quality And Better Image Processing.
Now If we Try To Enable Manual Camera On The Oneplus 3/3T It would be easy enough To Get a Better Image quality And Better Rendering and Would make Images look less pixelated.
And thats the Reason Why Most of the Manufacturers are providing with dual camera.
In which one would work as an Primary Camera And Another as A Telephoto Lens. And the Telephoto Lens is The Reason Why dual Camera Devices Take Better portraits And Bokeh on Device itself and Wont Pixelate Image.

So That's It!!
If You Want to Enable Manual Camera Settings On Any Device without API2.0
Follow These Simple Steps :-)
1.)Make Sure That your Device has a Better Camera If Not Then The Image will be more likely to Be Pixelated if not used properly.
2.)Download 'Bacon Camera' From Play Store.
3.)After Downloading Give It Permissions
And give it a Run.
4.)After You Open The App Click on the Button 'M' where you will find manual camera Controls.
5.)Now Even If Your device doesn't support API2.0 and even if your device doesnt support Manual Focusing Dont Worry, Because Bacon Camera Would Eventually Enable It on Your Device.
6.)Most Of the Devices Have Manual Exposures, Manual White Balance and Manual ISO, But No manual Focus.
So When You Use Bacon Camera It enables Manual Focus.
So Thats It!!
